Fall 2018: Seoul, Republic of Korea - Policy and Management
University of Delaware public affairs graduate students study in Seoul, South Korea.

This course, UAPP730-18F (1-3 credits) is a case study of Seoul, the capital city of the Republic of Korea (ROK), both as an intriguing megacity in itself and as an example of governance, policy, and management in global cities. It focuses on the motivation, design, and implementation of urban policies and services in Seoul and in comparative context. Topics include the global and national context for Seoul's policy, management, and service-delivery efforts; the design, implementation, and evaluation of governance reforms and policy innovations generally; and specific policy subareas of urban governance including but not limited to urban planning and design, public health, health care delivery, education, infrastructure planning and management, social services, housing, public finance, and economic development.

The course includes an intensive fieldwork component sponsored by the Seoul Metropolitan Government (SMG) and the International School of Urban Sciences (ISUS) of the University of Seoul (UOS), October 19-28, 2018. We will participate in this Seoul Case Study Program together with faculty and graduate students from Cornell University, Portland State University, and the University of Central Florida.

Winter 2019: Budapest, Hungary
Budapest, Hungary is the location for SPPA's Winter 2019 study abroad opportunity.

The course offered on this study abroad program is UAPP424 – Comparative Public Policy (3 credits).  This is an early fill study abroad program with only 15 students.

Study in the heart of Europe for 2.5 weeks as we explore in the beautiful city of Budapest, Hungary. We will compare public policy between Hungary and U.S., focusing on a variety of common policy themes - from education to health and social issues. Learning how to compare policy across different nations will give you a deeper understanding of what drives government decision-making, on both a national and global scale. This is especially true in a country that has gone through such dramatic political change in the past 100 years - from the Austro-Hungarian Empire, through WWII and Communism, and now as a member of the EU.

While studying in the capital city of Budapest, you will have an opportunity to meet (and interview) local Hungarians, and we will share a meal and discussion with local students. We will tour historic and cultural sites, visit the Terror Museum, and learn about life behind the Iron Curtain. To enrich our understanding of health and social issues, we'll spend an afternoon at the Szechenyi baths, do a service project with a local non-profit, and learn to cook a Hungarian dish. Students will also have several free days to explore the city.

Our program will be housed in a 4-star apartment hotel in the center of downtown (two blocks from the Opera House), with easy access to the Metro, and within a 5 min. walk of our classroom. Students share double or triple rooms, and each apartment has a full kitchen. Breakfast is included daily, and several group lunches and dinners will be a part of the program. Students are responsible for the remainder of their meals.

The Budapest UAPP program is your opportunity to explore a fascinating region of the world with a rich history, culture, and future. Whether you are interested in public policy, political science, history, or Central and Eastern Europe in general, this program will provide a once-in-a-lifetime experience.
