International Study Abroad
Understanding public policy and administration from a global perspective
The School of Public Policy and Administration offers international study abroad for its students to complement its classroom-based curriculum. The faculty have made this opportunity for graduate students a regular and fully integrated feature of the School's academic program and calendar for over 25 years. The University of Delaware offers one of the very few masters programs in public policy/public administration in the United States with study abroad opportunities built into the academic program, and is the only program, of which we are aware, that offers financial assistance to matriculated graduate student participants.
Beginning with the 2010-2011 academic year undergraduate juniors and seniors in the B.A. Public Policy major or the B.S. Organizational and Community Leadership major may also apply for some of these programs. If accepted, they will need to enroll in UAPP300 Public Policy Experience in addition to the program-related course.
Several hundred students have participated in past study abroad programs in, Belgium, Costa Rica, Czech Republic, Denmark, England, France, Germany, India, Italy, Romania, Scotland, Sweden, South Africa and The Netherlands. Participants have found these experiences to be among the most important of their graduate study, often reporting back that they were able to better understand contemporary issues in the United States as well as gain an understanding of their field of study in other cultures. Many students have used these experiences in the completion of their analytical paper or thesis and several have found that their participation led to presentations of their work at international conferences and/or subsequent professional opportunities.

Descriptions of SPPA Study Abroad Opportunities for the Current year
Below is a list of programs planned for this current year. An informational meeting is being held in spring 2012 for graduate students interested in participating in a unique experience in Seoul, Korea and Poland. The SPPA 2012 Study Abroad Program Group Presentations will be held on Tuesdays, April 17 and on May 8, at 6 p.m. in 187 Graham Hall. If you are unable to attend, descriptions of the current year's completed programs as well as upcoming programs will be available posted here as they become available after the meeting.
Study Abroad Descriptions of Opportunities
Spring 2013:
Poland: This course focuses on the city planning and historic preservations efforts of Krakow and Warsaw, Poland. Participants will study the ways in which a country’s identity is reflected in its built environment, both in its historical architecture and in the ways in which its urban centers evolve. It will focus on post-WWII, Soviet, and post-Soviet development of two medieval cities through readings, lectures, and participation in an 11-day study trip between March 20th and April 30th, 2013. Applications are due Nov. 15, 2012. Information is continuously being updated on the IGS website.
Winter 2013:
Romania: A comparative study of public policy and public administration in Romania combining UD students and Babes-Bolyai (Babesh-Bolyaee) University (BBU), Cluj-Napoca, Romania in a dual format course, in which students work together in research teams on topics tailored to student interests. Limited to 10-15 students from each institution with approval by the instructors. Travel to Romania Jan 11-25, 2013. Excursions to Budapest, Hungary and Vienna, Austria planned. Sessions Nov.16 & 30, 2012 and Jan. 31, 2013 involve all students enrolled via interactive video. Entire course in English language.
Fall 2012:
Seoul, Republic of Korea: Intensive study of urban policy and management in a global city. Field trip to Seoul, Oct. 19–28, 2012, includes several daily sessions with officials of Seoul Metropolitan Government and faculty from University of Seoul, as well as daily visits to municipal facilities. We will be there with groups from Portland State University, Cornell University, and the University of Central Florida. There will be several class meetings in Delaware for pre-Seoul research preparation and post-Seoul analysis. Limited to 7-8 graduate students.

Taught by Profesor Jonathan Justice. This course is a case study of Seoul, the capital city of the Republic of Korea (ROK) as an example of the governance and management reform in global cities and aspiring global cities.
Winter 2012
UAPP 667-070 / UAPP 467-070: Sustainable Development in Costa Rica (3 credits)
Taught by Professor Maria Aristigueta. Sustainable Development in Costa Rica will explore the principles of social and environmental sustainable development; including, its history, culture, long-standing democracy and its nonprofit and governmental institutions. The field component of this course is hosted by the University of Costa Rica (School of Public Administration) and the Neotropica Foundation (nonprofit institution dedicated to natural resources conservation, education and community development).

Fall 2010
UAPP 667-021 Seminar: Comparative Public Administration/Romania (Loessner). Required for all Romania Study Abroad Program participants.
UAPP 667-022: Comparative Public Policy (Wilder). This 3-credit elective course is open to all students but is not required for any trip.
